Here is the exact post made by the PlayStation dev last night. This is something I've been looking forward to. What does it mean? Well, if you don't remember or have never played Red Dead Redemption 2, this feature was a game changer and set a new bar for most open-world games. Specifically, in RDR 2, you can interact with all NPC. Yes, all of them. You can greet people, antagonize them, or rob them. Can you imagine this in Grand Theft Auto 6? Quote

Ensuring the game doesn't feel "empty" and lacks interaction is key. Implementing this shouldn't be too challenging since you'll be engaging in similar interactions with nearly every NPC you come across. 1 Quote
